The Emcomm island infrastructure is organized in a 3 tier structure which overlays on the Anderson Island Prepares (AIP) response team structure. Click here to get an overview of how AIP is organized: AIP Organization. Below is a communications flow diagram that depicts this 3 tier structure.

At Tier one, the Neighborhood Coordinators(NCs) have ideally 15 to 20 households that are part of their neighborhood. Together, the neighborhoods prepare their families and friends. In the event of an emergency, the NCs will perform house checks at each of their neighborhood homes. They will carry GMRS Handy Talkies (HTs) to communicate their needs to the Tier 2, Zone Leads, over a Zone assigned simplex frequency. As requests and updates come in, the Zone leads will triage the requests. Those issues that can be handled at the Zone, Neighborhood level will not require communication with the Tier 1 EOC level. Assets within a Zone will be deployed, possibly using Tier 2 communications to coordinate an inter-Zone response. Those requests that require a Fire Department response will use the Tier 1, island wide repeater communications channel.
